I recommend attempting to download Logic Pro X, and open Garageband also, in Safe Mode and a Test User. Safe Mode will tell us if the issue is related to a startup item or plug-ins. A Test User will let us know if the issue is isolated to your account, or system wide.

I know the article talks about if the Mac doesn't finish starting up, but it will also work to tell you if this issue is caused by some third party plug-in or caches. Once in Safe Mode, try the download, and try opening Garageband. If the issues do not occur in Safe Mode, check the section in that article titled 'If an issue doesn't happen in safe mode' for the steps to solve this.
